What is the current rule on how the spell: Counter Spell Works?

Thank you for your time.
Even though it is infinite, there is never enough time to deal with those that are truly stupid.

Counter Spell
Type – Rite
Time to Cast – Instant
Effect - If a game stop is called for a spell effect you may spend 1 LP during the game stop to
counter the effect.
Cool Down - 20 minutes
"Taunt!" (that means bring it...)
