NPC's PC level transfers between chapters?

I'v tried to find where this question may have already been asked and answered, but failed, so if it's already been asked and answered please forgive me for asking again.

As far as I know PC character levels and items can be transfered from Winter Haven to Final Haven and vice versa, but can someone who was an NPC for one chapter tranfer levels to a PC character in another chapter?
