unique item/magic item upkeep

Going through some stuff I have, I found a few items and magic items that were given to me from various quests/thrifty mystic/etc. After these particular items had been identified, a GM filled out the tag but left the place left for upkeep blank.
If a GM leaves upkeep cost blank on an item tag, does that mean the item has no upkeep?
