Seige Weapons of MASS destruction

the question i have is it says a grenadier or archer can inprove there damage or number of projectiles, but it dosnt say wether said archer, or grenadier has to be a master level, could you be a master craftsman and a basic grenadier and add an extra 5 "rocks" to your catapault?
