As I understand it, the law is 'bring your problem before the court'. Otherwise the court will bring the problem to you.
But that pretty much follows the two aforementioned rules.

Matt has a lot of LP. Like 7 before race, lifestyle and costume bonuses. And mats been alive for like 3+ some thing years. At 16 levels per year that's like at least level 480. Meaning he has 5 LP from levels. Crazy...
