I would say this is not a clear yes or no question..

I would say yes if they were just sitting there, holding ground and not being attacked.

I would say No if they are currently being attacked..

We didn't even try last event... I go with no. It's an active skill and it makes potion use while in positive life useful.

This is how I've been playing a healer:

No, you cannot heal someone who is crafting.

Yes, you can heal someone who has potions brewing.

No, you cannot heal someone who is being attacked. If they are attacked while in a mass heal they are no longer a part of the circle. If the healer is attacked or must move, the circle is broken and must restart.

Yes, you can heal someone holding ground. If they are then attacked see above.

No, you cannot heal someone who is charging or holding a charge without disrupting the skill.

I think healing should fall under the same umbrella as being hit. If you can do it while being hit you can do it while being healed.

I agree with Taki's points.

Though, I think if you heal a warrior holding ground to full it still won't save them from dropping to 0 when they move.

Yeah, you may heal them, but they still drop when they move. There's no weaseling out of that.
