Haven skill

Could a mosquito tent be used as a Haven even though you could clearly see the person inside the tent?

I'd say, "YES!"

We've had people rope off a small portion surrounding a bunk bed inside the bunkhouse and put a huge sign on it that said, "HAVEN." Clearly, we knew it was there out of game, but once they crossed the threshold, we did not see them or know they were there In Game - which was kinda funny since we'd continue on with our conversations. Also, at this point, we played it that we knew the general area of the haven - so that if we needed them, we could go stand in the area, yell for them, and if they wanted, they could come out of the haven, but even as we saw them go in and out, we still didn't know where it was or be able to follow them in or out - they somehow appeared or disappeared - like some woodland fae magic!!

I will continue to be an advocate for the old token rule - The location of the haven, and the location of the phys-rep aren't necessarily in the same spot. The scout will go place a haven token out in the woods somewhere. If someone finds it, they find your haven. I think under this rule, we had a player that would place their token, and use the back of their van as the interior of their haven. Why did we get rid of this anyway? Did people cheese the token placement too much?

Question on this -

"For game purposes no matter what the size of the physical representation, it may only hide the Scout, one other person, and their immediate gear."

Define "immediate gear." Does this mean they can't have a chest in the haven of stuff they are storing?

Mosquito tents are a perfect example of a Haven. It is a phys-rep that clearly represents the location of a Haven. It is also easy to tell if a person is in or out of it.

As for the token rule, it, like many other rules, had to be modified from too much cheese. Though it was convenient, it was impossible to say if a person was in the back of their van or in the back of their van using Haven. We did allow people to use vehicles as Havens, but this has also led to many problems. Haven should be a physical structure that the player has put up. Not a tree in the woods nor a cabin, but a structure. Ropes around trees delineating an area and tapestries hung to section off cabins may be acceptable to some GMs, but not all.

Immediate gear is what the person can carry on their person. This is for the tag count a person can carry. As the tag count limit has been increased, a person can carry quite a few resources and non-phys-repped items.
No, you cannot store 'stuff' in a Haven. If you are not in the Haven, the 'stuff' is free game. (This includes bodies of living or dead people.) You cannot carry handfuls of tags and drop them in a chest in the Haven, either.
