Wrap it and make it an empty arrow quiver that is right next to a real arrow quiver.

The reason it isn't FH safe has nothing to do with the flames, it has to do with the tiny little horn on the center of the back. File that horn off and it's perfectly legit. (Much like the tsunotaur horn restrictions)
